Deliver the annual notice to every unit asking whether a child lives there (window guards for children 10 and under; lead paint for children under 6 in pre-1960 buildings), then follow up on units that don't return it by mid-February. Agency page

Buildings taller than six stories file a facade inspection report by a QEWI once every five-year cycle. Tax blocks ending in 0, 7 or 8 are in sub-cycle 10B. DOB facade records for this building show $95,000 in late-filing or failure-to-file penalties. Agency page
